Norwest has locations throughout the state and in a good part of the country, so we'ld like to hear if this option is available elsewhere too!

Also, apparently at some Wisconsin branch locations of TCF National Bank, some account reps are eager to open new accounts and will skip the ChexSystems verification process. The branch locations at the Jewel Osco stores don't use ChexSystems at all, we're told. Also, the branch location at 5500 West Capitol Court in Milwaukee is very good! If you learn of any other branches where this happens, let us know! Also, be aware of their "funds availability" policy for new accounts. You most likely aren't going to have access to your money until two weeks after your first deposit.

ChexSystems in the eyes of American

Ask the average American who or what ”ChexSystems” is, and you’ll get a blank stare. The unlucky people who do know about ChexSystems are usually painfully aware of how severely it can affect their lives. If you are on ChexSystems’ list, you have probably experienced the pain and frustration of not being able to open a new bank account, write checks, or use an ATM card (the core banking conveniences that everyone seems to take for granted). Unfortunately, millions of Americans are on (or have been on) the list, and are unable to enjoy these banking conveniences.

If you are on the list, it is important for you to know what ChexSystems is (and what they are not). ChexSystems is not a bank or a financial institution. Instead, they are a large consumer reporting agency (CRA) that maintains a nationwide database of banking customers who have been reported for writing bad checks, defrauding banks, having unpaid bank debts, or having too many “non-sufficient funds” (NSF) items. ChexSystems is owned by a large publicly traded company, eFunds, Inc. ChexSystems tries to (and has succeeded!) keep a low public profile. They don’t have a company Web site, and it is relatively difficult to find information about them.

Like the other large CRA’s (such as Experian and TransUnion), ChexSystems tries to distance itself from the problems it causes, claiming that it is simply a provider of information, and that it is the banks who use ChexSystems’ data who are the bad guys for turning customers down for new bank accounts. ChexSystems’ marketing materials claim that the company has no responsibility for the decisions banks make, stating that “ChexSystems neither approves nor declines accounts for banks and credit unions. The decision is entirely up to them.”

This is a convenient position to take. However, the fact is that ChexSystems (like the other CRAs) is not perfect. They make mistakes and errors can find their way into consumer’s records. The problem is that an error in a ChexSystem record has a severe and dramatic impact on a consumer. Even a simple error in a consumer’s banking history can prevent that customer from opening a new bank account (or could even result in the customer having their current banking relationship terminated!). That is a LOT of power for a CRA to have.

Other consumer’s find out that their banking record has been ruined as a result of identity theft. For example, a common scheme for some identity thieves is to open a bank account under someone else’s name, using a stolen social security number, and then take out a payday loan or two using the assumed identity. The funds are then withdrawn from the account, and the account is abandoned, eventually resulting in an account closure or NSFs. Unfortunately, the person whose identity was stolen now ends up on ChexSystem’s list. Unless you take steps to clear this situation up, you will be stuck on ChexSystems’ list (even worse, you’ll be stuck there for five years or more!).

As a consumer, if you have been informed that you have a bad mark in your ChexSystems’ file, you need to act quickly to try to resolve it. Unfortunately, ChexSystems doesn’t make it easy for you to clear up a bad mark (even if it is clearly in error).
Lots of people have never heard of ChexSystems until they have some banking problems. Then, you may be told the bad news that your bank account is being closed because you are on a list maintained by a company called “ChexSystems”. Then you need to find out: What is ChexSystems?

Credit Union is one of the best alternative for people who have been listed in chexsystems list.
In Arizona, Desert Schools Federal Credit Union has some branch locations which use Equifax instead of ChexSystems to verify new accounts. At the branch locations which use Equifax, your credit will determine what type of account you are eligible for.

At the branch locations which use ChexSystems, you might try requesting a savings-only account instead as aparently Equifax is used for savings-only account verifications. With a savings account you can use services such as PayPal which use EFT (Electronic Funds Transfer) and ACH (Automated Clearing House) transactions. 1. Get an Online Bank Account

Many online bank accounts are not affiliated with ChexSystems. There are quite a few reputable bank accounts out there and more than a few don’t require a ChexSystems check. You can sign up for a legit online bank account here that’s guaranteed not to use ChexSystems or you can do a general web search online. Short of actually getting a normal bank account, this is the best solution I’ve yet found online. Just make sure you are getting a legit bank account as there are a lot of scams out there. The link I gave goes to a legit site, but if you do a general web search, be very careful that you don’t land up in trouble — I’ve seen a ton of scams out there regarding this topic.

2. Look at Prepaid Visa Bank Cards

Another popular option for people who can’t open bank accounts. Prepaid visa bank cards are basically credit cards linked to an online account. You “top” up the card and can use it like a credit/bank card. When you need more funds on the card, you simply make a payment on the card just like you would make a payment to a credit card. The difference between a prepaid visa card and a regular visa credit card is that you can add up a negative balance on your credit card while with a prepaid visa, you can only spend what you have deposited on the card. This card does do a pretty good job at replacing your bank. I know because I had one of these a couple years ago. The cons are that you can’t do some of the things you normally do with a bank account like write checks, transfer money between accounts, etc. But for just buying things and depositing money on the account/card, it’s fine.

3. Find a Non ChexSystems Bank

Another option you could consider is to simply find a bank that doesn’t use ChexSystems. Now, as I’ve stated, one option is to look at an online bank account – many, many of these are not partnered with ChexSystems meaning it’s a good way to get a bank account with bad credit (bad banking credit that is).

If you want to find a PHYSICAL bank, it’s also possible. But you are going to have to put some arm work into this. You see, physical banks that don’t use ChexSystems don’t put this information online. To find out if they don’t do a ChexSystems credit check, you are going to have to call them up. I’ll tell you right now that most major bank chains use ChexSystems, so forget places like Bank of America or CitiBank and such. They are all partnered with ChexSystems or Telecheck. That means you are going to have to look at smaller “neighborhood” banks or credit unions. These might not utilize ChexSystems. The only way to tell is to get a list of banks in your area and call them directly.

Now, it may be that you can open a bank account with a major bank even if your name is in ChexSystems, but instead of a ChexSystems check, they may do a regular credit check. If you happen to have decent credit history, then you might be ok for the account. Again, this may vary between banking institutions and there are no guarantees. You’ll have to call and directly ask.

Now there are supposed Non ChexSystems Bank lists floating around on the web you can look at. But don’t pay any money for these certainly. I’ve had a good look at some of them and most of them contain outdated information or some scammer trying to see you a bunk list for anywhere from 20 bucks to a couple hundred!

4. Wait 5 years

Your name will be dropped from the ChexSystems list after 5 years. I offer this as a possible solution since it is. However, most people can’t go without a bank account of some kind for that long. But if you don’t mind waiting years, well, it’s a solution for you.

5. Fight ChexSystems

Yes, you can fight ChexSystems (and your bank/ex bank) and force them to remove your negative information from ChexSystems records. Keep in mind that this will likely take a few months and will involve sending out multiple letters to ChexSystems via certified mail and to the financial institutions that send your name to ChexSystems in the first place, and possible court appearances. If you are persistent, you can fight ChexSystems and force your name of their record with certainty. But it takes work on your part. If you can’t commit to battling it out for 3 to 6 months, look for a bank that doesn’t use ChexSystems, open up an second chance account, or figure out some other option. list. Unfortunately, about 90% of all banks use the ChexSystems list to screen
new accounts, so it can be difficult to find a new bank when you are on the list!
On the pages that follow are a number of banks that reportedly do not use
ChexSystems. Banks change their procedures all the time, so the list may
change from day to day.

Here are a few tips to help you find a bank that doesn’t use ChexSystems:

(1) Call the bank. Use the list below to start your search. Go to the
Website, and get the phone number of the branch nearest you, and
ask whether the bank has a “Second Chance” bank account program,
a “Lifeline” program, or doesn’t use ChexSystems.

(2) Open a savings account or an online account using PayPal. This will
allow you to make purchase on the Internet, and you may also be able
to get a PayPal debit card to use around town.

(3) Open a debit card account or an internet bank account – why do you
need paper checks anymore? The national banks listed below will give
you online banking and all of the features you need!

(4) If you live near the Canadian or Mexican borders, open a bank account
in Canada or Mexico.

(5) Use the bank account application provided at the end of this
document and get one of the best Internet bank accounts
available (it’s from Republic Bank, a bank worth over $3 Billion,
so you know they are going to be around a long time!). In early
2008, they are going to start issuing checkbooks to all of their
Internet banking customers – so open an account today, and get
your checkbook shortly!

(6) The best situation is to get your name completely off the ChexSystems
list, so you don’t have to worry about finding a bank account that
doesn’t take ChexSystems!

Chexsystems:Bank account options

If you're on the ChexSystems list, it's important to understand the differences between and features of savings and checking accounts. You're probably shopping around for a better bank account, and this guide can be a big help. When it comes to finding a good place to put your money, you have lots of options. There are checking accounts, savings accounts, money market accounts and certificate of deposits (CDs). Each one offers different benefits, fits different needs, and has different rules and requirements. When you decide what's right for you, there are a few things to consider.

- Some accounts can only be set up if you have a minimum deposit. If your account goes below that number, you'll be charged extra or won't receive interest.

- On the subject of interest, it's important to pay attention to how much is paid, and how often you'll get it. Compare rates in your local area to those from national financial institutions at

- Find out about limits on withdrawals. Can you take out your money whenever you choose, or is there a penalty?

- Look for deposit insurance. A sign in the bank will tell you that your money is protected by the Federal Deposit Insurance Corporation (FDIC). Credit union accounts also have protection, but from the National Credit Union Administration (NCUA).

- How easy is putting money in and taking it out? Can you easily get to a bank or ATM, or would you need to get most service online or via phone? Find out if you can make electronic transfers like direct deposits, too.

- If you're considering getting an account with check writing privileges, you should also think about how many checks you'll get, the maximum number of checks you can write every month, and any penalties for going over that number. Find out if there's a maximum or minimum amount you can write a check for, and if there's a monthly fee for the account. Some banks will also charge you a fee for each checks, or writing more than a certain number every month.

- Look for policies that state there are holds on checks. If you deposit money over a certain amount into your account, there may be a waiting period before you can get to it. There might also be a longer period of waiting if you deposit out of state checks.

- What about overdrafts? If you accidentally write a check for more money than is in your account, you should know what happens. You could link your checking account to a savings account so you'll be protected. Otherwise, you could face high fees from bounced checks, either written to you or coming from you. Since a bounced check can be bad for your credit, being covered is a good idea.

Keep in mind that Check 21 (the new Check Clearing for the 21st Century Act) lets banks clear checks electronically instead of actually exchanging your paper checks. This means that there's no requirement to return your original checks with your monthly statement, or when there's a problem with a check. Instead, substitute checks are created, which are used as legal representations of the originals. However, these aren't the same as ordinary check images, which aren't eligible as substitute checks.

It's always been a good idea to ask for your canceled checks with your statement every month. Now you'll receive substitute checks each month instead. It usually takes a day or two for banks to process checks the old way. Now, however, electronic processing happens almost instantly. This means that there's no float time between writing the check and the time that the money's taken out of your account, increasing the chance that a check will bounce. If you have your employer use direct deposit, putting your paycheck directly into your account, you can deal with the change in float time. In addition to this, the faster clearing time means that it's harder to stop payment.
